Upgraded to the new version of IPB, which was a MAJOR update. Some stuff broke, some of the more recent posts were lost, but overall the new version will be better for the site.

I'm working on making the OTC site have a better front end besides the basic forums. This project won't be finished until after I get back from Australia, but its a start.
